To enhance anti-scam awareness among Mainland tertiary students studying in Hong Kong, the Anti-Deception Coordination Centre (ADCC), together with the Liaison Office of Central People’s Government in the Hong Kong Special Administrative Region (LOCPG) and Hong Kong Polytechnic University (PolyU), held an anti-deception seminar on February 25. The 1 000 Mainland students from 14 tertiary institutions who attended the seminar were appointed Anti-Scam Ambassadors to assist the Police in disseminating anti-deception messages.


In his opening speech, Commissioner Siu Chak-yee thanked LOCPG and PolyU for their support. He pointed out that over 27 000 deception cases were recorded in Hong Kong last year, accounting for 40% of the overall number of crimes, involving as much as $4.8 billion. The number marked an increase of 45% over the 2021 figure. Mainland tertiary students studying in Hong Kong have repeatedly become the target of scammers. Some of the victims even suffered a loss of several million dollars.


Officers from ADCC, Cyber Security and Technology Crime Bureau and Financial Intelligence and Investigation Bureau talked about prevalent deception tricks and money laundering traps. A sharing by victims of telephone deception was also arranged. After the seminar, the Public Relations Wing and Regional Crime Prevention Units of various Districts set up booths to provide the tertiary students with consultation service and distribute anti-deception publicity materials.


ADCC officially launched on the same day an account called Smart Hong Kong Drifters on Xiaohongshu to widen the reach of anti-deception publicity and heighten the public’s alertness to deception.
