To get well prepared for responding to potential nuclear incidents, the government has put in place a comprehensive Daya Bay Contingency Plan (DBCP), in which appropriate measures to be adopted by bureaux/departments are stipulated. To test the overall adequacy and effectiveness of DBCP, the Security Bureau held a large-scale interdepartmental exercise codenamed CHECKERBOARD III on January 12, 2023. To this end, Major Incidents Bureau (MIB) of Operations Wing ran a Force-wide table-top exercise in Police Headquarters on December 19, 2022.
The exercise was designed with lifelike scenarios simulating a series of nuclear incidents occurring at Guangdong Daya Bay Nuclear Power Station and consequential situations happening in the territory. It provided a discussion platform for participants to exchange opinions and share experience. 37 officers ranked between Senior Inspector and Chief Superintendent from the Regions, Operations Wing, Public Relations Wing and Service Quality Wing joined the Exercise.
Officiating at the exercise, Assistant Commissioner (Operations) Lui Kam-ho stressed that high level of readiness and preparedness were of paramount importance for the Force in response to all major incidents, including nuclear incidents that might occur in Daya Bay.
The exercise gave the participants an opportunity to get familiar with DBCP and relevant chapters in Major Incident Manual. It also stimulated the participants’ thinking process in response to different scenarios, resulting in heightened overall awareness and readiness of all relevant formations and units within the Force.
Participants actively participated in the discussions throughout the table-top exercise.
