Officers from Ma On Shan Division (MOSDIV), Emergency Unit of New Territories South (EU NTS) and Police Tactical Unit F Company of New Territories South (PTU NTS), together with the firefighters of Fire Services Department (FSD) and staff of the Hong Kong Science and Technology Park (HKSTP), conducted a chemical, biological, radiological and nuclear (CBRN) exercise codenamed REDFOG at HKSTP on December 10, 2022. The exercise aimed to assess the officers’ contingency plans and procedures for handling major incidents and enhance the inter-operability among various formations of the Force and with other departments, as well as reinforcing the alertness of the stakeholders.
The exercise simulated a chemical leakage incident inside a laboratory at HKSTP, causing multiple injuries. Officers of MOSDIV and EU NTS swiftly arrived at the scene to investigate the incident, help evacuating the injured and immediately deploy PTU NTS to cordon the scene. Moreover, officers from Shatin Fire Station also came to handle chemicals and decontaminate the affected. A gathering point and triage for the injured were also set up. Observers from STDIST, FSD NTN Command and HKSTP also attended the exercise.
Officers from Shatin Ambulance Depot introduced the Patient Tagging System for Multiple Casualties Incidents at the end of the exercise. The digitalised system has adopted QR Codes and NFC technology to replace hand-written records for patient tagging on-site. It has effectively enhanced the inter-operability among various departments in handling CBRN incidents.
Around 100 officers from the departments participated in the exercise, which has helped enhancing the stakeholders’ capabilities in communication, coordination and reaction during emergency incidents for handling possible CBRN incidents.
