The Trade Development Council International ICT Expo 2022 was held at the Hong Kong Convention and Exhibition Centre between October 13 and 16 and Smart Government Pavilion (“the Pavilion”) was among a key featured pavilions of the Expo. The theme of the Pavilion this year is “Smarter • Hong Kong”, aiming to exhibit cutting-edge smart government ICT solutions and provide a platform for exchanging innovative concepts and connecting government departments, IT companies, Startups, Research Centers and Universities. The Force also demonstrated a number of Digital Policing solutions for the first time, symbolising a milestone success of its Digital Policing Strategy.
Assistant Commissioner (Information Systems) Kwan Chui-ching highlighted, “The Force has been emphasising the use technology for policing in the digital age and will embrace innovation proactively to prevent and detect crimes as well as to improve services to internal and external customers. The Expo was a good platform to promote Force initiatives, exchange ideas, and foster collaborations with other Government Departments and IT industries.”
At the Expo, officers of the Information Systems Wing and Cyber Security and Technology Crime Bureau (CSTCB) showcased four digital solutions, namely “3R Solution”, “Self Service Kiosk”, “Project e-GUARD” and “Scameter”.
3R Solution
The 3R Solution is a search and rescue solution developed in-house by the Information Systems Wing. It comprises R-Map, R-Cam and R-Watch, which together formed a composite solution to make search and rescue operations more efficient and effective, and more importantly safer for rescue officers. It can be deployed for use in diverse terrains and conditions, and enable a more transparent command.
R-Map is a digital map tailor-made for search and rescue operations and has live recording of officers’ geolocations. R-Watch uses dual satellite systems to provide accurate GPS positioning of rescue officers and tracks the officers’ biometric data such as heartbeat rate to provide the command with real-time information about officer’s body conditions. R-Cam provides high-quality video live feeds from rescue officers to the command to for its better appraisal of terrain conditions.
Self Service Kiosk
In view of the large number of report room cases related to loss of properties, Self-Service Kiosks have been designed to deal with these cases so that the public are no longer required to wait at the report room to report their cases to officers. The Kiosks will issue a loss memo after each completed report. As a result, it reduces the workload of the report room officers as well as minimises waiting at the report rooms.
The Kiosks have been put to use since September 2021 and are currently installed at the report rooms of Wan Chai, Yuen Long, Kwun Tong, Tuen Mun and Kwai Chung Police Stations. The Innovation and Solution Lab has recently enhanced the Kiosk with new features. The Cantonese speech-to-text input have been added to facilitate data input. Moreover, voice navigations in Cantonese, Putonghua and English are available to guide the users along the process so that they can complete the procedure smoothly.
Project e-GUARD
Project e-GUARD, is a Suspicious Email Detection System co-developed by CSTCB and the University of Hong Kong to protect local SMEs from email scams, which took up half of the loss in all technology crime reports in Hong Kong with SMEs being 70 per cent of the victims. The system detects suspicious emails automatically in the company’s daily business communications and has been promoted to 15 SME organisations having around 15 000 SME members since January 2022.
Scameter
Scameter is a scam and pitfall search engine launched in late September 2022 for the public to identify scamming emails, websites, social media accounts and financial accounts, etc. on CSTCB’s “CyberDefender” website, a one-stop online information platform.
