The finals of the Sixth China Graduate Case Contest on Public Administration (the Contest) was held in Zhengzhou on August 14. Divisional Commander of Lok Ma Chau Division Leung Chi-hang, Janson (Janson) and four postgraduate students of Tsinghua University formed the “Hong Kong Rural Revitalisation Team”. They defeated over 10 000 contestants and won the national championship, with Janson winning the “Most Valuable Team Member Award”.


The Contest is a very keen competition at national level for tertiary education institutes. It aims to enhance the abilities of postgraduate students in applying relevant theories and methods to solve practical problems through social research, case presentation and analysis, as well as live debates, to arouse their concern over practical issues in public administration. The sixth Contest this year attracted 2 110 teams from 211 tertiary institutions nationwide, with a total of over 11 000 participants.


The case title of the Hong Kong Rural Revitalisation Team was “The experience, difficulties and revelations involved in rural revitalisation of a maturely developed post-modern society – based on the exploration and reflections on rural revitalisation experience of Lai Chi Wo Village, Hong Kong”. The team has set a number of “firsts” in this contest. It is not only the first time that postgraduate students of the “Tsinghua University Executive Master of Public Administration (EMPA) Hong Kong Programme” (EMPA Programme) teamed up to participate in the Contest, and the first time that Tsinghua University won the championship, but also the first time that a practical case of governance in Hong Kong appeared on the stage of the National Contest.


Janson hopes that through the exchange of knowledge and experience with Mainland postgraduate students in this competition, he can make contribution to the country, the community and the Force with what he has learned, as well as fulfilling his mission and responsibility as a public administrator. He wishes to set an example to motivate Hong Kong youngsters participating in the governance and development of the country. In his sharing, Janson said, “The earnest coaching of the professors and full support of the instructors from Tsinghua University, as well as the care and encouragement of teammates, are all selfless contributions that have made our team do well on the stage. As police officers, we have strong faith, determination and perseverance. Our years of hard work has ensured the safety and stability of the Hong Kong society. Whenever danger emerges, you can surely find us there protecting our beloved city, day and night.”


Janson is a student of the first cohort of the EMPA Programme. He said, “I’m deeply grateful to the Hong Kong Police College and Tsinghua University for collaborating on the programme. In addition to acquiring in-class knowledge, I have also broadened my horizon and expanded my network through making friends with brilliant instructors and students from different fields. It is through participation in this EMPA Programme that I have had the opportunity to take part in this National Contest and won the glory and prestige for Hong Kong.” Janson encourages fellow officers to enrol for the EMPA Programme to enhance personal knowledge and capability as an act in response to the Force’s Strategic Direction - “Preparing the Workforce to Meet Emerging Challenges”.


Programme Introduction


Commencing in 2021, the Hong Kong Police College and Tsinghua University have launched the 2.5 years part-time EMPA Programme of Tsinghua University. Students came mainly from disciplinary forces, including the Police Force, Correctional Services Department, Fire Services Department, Customs and Excise Department and Immigration Department. Police officers successfully admitted to the programme will be given full sponsorship covering tuition fees, study grants and study leaves. The programme has been well received since its launch. Till now, a total of 48 police officers (from junior police officers to senior superintendents) and 12 officers from other disciplinary forces have been admitted. The recruitment of students for the third cohort of the programme is underway, and interested officers are welcome to enrol for it. The enrolment deadline is October 14.
