To enhance the Force’s professional capability in dealing with cases involving abuse of child and mentally incapacitated persons, and to strengthen communication with the vulnerable, the Crime Wing officially established on July 18 the Vulnerable Witness Support Cadre (VSC) to optimise human resources and related training, and to collaborate with relevant stakeholders to protect vulnerable witnesses so that their due protection and respect are ensured.
The inauguration ceremony of VSC was held at the Police Headquarters on the same date. Director of Crime and Security (D C&S) Yip Wan-lung, Director of Public Prosecutions Ms Maggie Yang from the Department of Justice, Assistant Commissioner (Crime) Chung Wing-man, Assistant Director (Family and Child Welfare) of the Social Welfare Department Ms Chau Fung-mui and representatives from various social welfare organisations jointly officiated at the ceremony attended by officers from Crime Headquarters of the Regions, over 170 cadre members and stakeholders from various social sectors.
In his opening speech, D C&S pointed out that protecting children is an essential but extended task requiring concerted efforts from members of the general public, different communities and relevant organisations. The “phoenix” logo symbolises the hope for rebirth after setbacks and challenges. He hopes that the cadre will help victims through professional investigation, empathy and passion.
Senior Superintendent of Crime Support cum Officer-in-Command of VSC Lee King-hei stated that the function of VSC is crucial as the role of its members is indispensable in dealing with relevant cases. The video record of their interview with vulnerable witnesses can replace the examination-in-chief in court proceedings, sparing witnesses from repeating their ordeal, thus reducing the trauma on them.
In the ceremony, Assistant Commissioner (Crime) presented appointment letters to 173 members who had completed relevant training and assessment. As the Government is exploring the enactment of a mandatory reporting system with regards to child abuse cases, increase in such cases is anticipated. VSC will further expand and recruit more members, who will use their professional knowledge and skills to manage the upsurge in demand.
Lastly, D C&S expressed appreciation to members of VSC and stakeholders from various sectors for their dedicated efforts in supporting children and vulnerable witnesses prior to the establishment of VSC. It is the common mission of society to protect children and the vulnerable. Therefore, all social strata should continue moving forward together to fight for the well-being of the vulnerable.
