To help the sectors related to explosive precursor chemicals enhance their awareness of safety and security, the Inter-departmental Counter Terrorism Unit (ICTU) rolled out in June the Safe Community Pledge, a community campaign to remind the sectors the importance of “stay alert and abide by the law; maintain safety management; spot and report” by means of education and publicity. In the form of a pledge, the campaign encourages the participating establishments to get familiarised and comply with legal requirements, keep and manage access records properly, and report dubious situations to the police promptly.
The campaign will be phased in. At the initial stage, ICTU joined Kwai Tsing and Sham Shui Po Districts to engage the stakeholders concerned in their respective Districts, including school laboratories, private laboratories, suppliers of chemicals, logistic providers, as well as operators of hardware and chemical raw material shops, to strengthen communication with the industries and enhance their security awareness. In addition to education seminars themed on a safe community, information packages containing leaflets about Safe Community Pledge were also distributed to members of the industries concerned for promotion purpose.
The campaign will be extended progressively to all Districts this year. ICTU hopes to enhance the awareness of safety and security on explosive precursor chemicals in the chemical sector through education and publicity so as to build a safe community.
