The 22nd Inauguration Ceremony of Kowloon West Youth Care Committee (KWYCC) was held on May 17, 2022. Being the honourable guest, Commissioner Siu Chak-yee elaborated on the strategy and action plan of the Force on youth work. He also shared the mini-movie “Drug Enticement”, in which a teenage girl manipulated by criminals for drugs trafficking was sentenced to 17.5 years of imprisonment. He appealed to the community leaders for joint efforts to prevent youngsters from going astray. Regional Commander of Kowloon West Rupert Dover subsequently presented President appointment certificates to 32 community leaders, and expressed gratitude to the working partners who had been supporting KWYCC.


Under the Extended Community Support Services Scheme, Juvenile Protection Section of Kowloon West contacted Ah Hei, whose emotion control capability had been weak. After going through psychological assessment and emotion training referred by KWYCC, his emotion control capability greatly improved. At the ceremony, Ah Hei presented his own painting “HOPE” to the Commissioner on behalf of KWYCC to gratify the latter’s support and attention to youth work.


KWYCC, established in 2001, comprises members of the community and stakeholders of youth work in the district. It assists the Force in formulating, implementing and organising different activities to inspire the youth to develop positive life goals. The initial target beneficiaries of KWYCC were supervisees of the Superintendent’ s Discretion Scheme. The service targets have now been extended to non-ethnic Chinese youngsters and vulnerable youths between 10 to 18 years of age. KWYCC has been cooperating with various social organisations under the multi-agency and cross-sectoral collaboration mode to provide at-risk youngsters with family counselling, physical training, as well as learning support, to lead them back onto the right track.
