The Cyber Security and Technology Crime Bureau (CSTCB) and Government Computer Emergency Response Team Hong Kong (GovCERT.HK) co-organised the sixth Inter-departmental Cyber Security Drill from May 11 to 13 and on May 19. The drill aimed to strengthen the capability of government bureaux/departments (B/Ds) against emerging cyber attacks and foster cyber security collaboration amongst the Force and other B/Ds. A total of 195 officers from 63 B/Ds took part in the drill.
Assistant Commissioner (Crime) Chung Wing-man points out in her opening speech that cyber attacks and technology crime have become more complicated. Attacks by hackers against public utilities and B/Ds have also seen a dramatic increase in recent years. It is imperative for B/Ds to strengthen collaboration on cyber security to enhance their competency against cyber attacks.
It was the first time for the drill to be held on an online capture-the-flag platform. The participants were required to handle and investigate from managerial and technical perspectives a simulated cyber security incident in which the government information system was attacked, resulting in data leakage. The online question-and-answer platform designed by the officers allows participants to explore and discuss the simulated incident in an interactive environment. As the drill coincided with the 25th anniversary of the establishment of the Hong Kong Special Administrative Region, relevant elements were added to the drill, which simulated specific cyber attacks that B/Ds might encounter.
In the closing session, CSTCB officers and GovCERT.HK representatives shared their practical experience and professional advice with a view to strengthening the B/Ds’ cyber security defensive capability and their awareness of cyber security.
Chief Superintendent of CSTCB Cheng Lai-ki highlights in her closing remark that the Force is committed to combating technology crime and emphasises the importance of enhancing the capability of the B/Ds against cyber attacks. The drill offers an effective platform for B/Ds to assess their readiness against cyber security threats and formulate effective solutions through practice, discussion and sharing. It also shows the commitment and capabilities of CSTCB and GovCERT.HK in combating cyber threats jointly.
