Motivated by a strong sense of mission to serve the community as a Police officer, Sergeant of Yuen Long Division Kwan joined the Police Anti-Coronavirus Contingent (PACC) in February 2020 regardless of the rampant outbreak of the epidemic and his family’s worry.
Kwan also joined the anti-epidemic effort during the SARS outbreak in 2003 and was responsible for conducting inspection on those undergoing home quarantine. He was only equipped with a pair of gloves and a mask at that time. Comparatively, officers were much more well-equipped these days, hence Kwan was keen to take up the anti-epidemic task.
Upon joining the PACC, Kwan was deployed to the Lei Yue Mun Park and Holiday Village and tasked with distributing supplies to persons under quarantine. He recalled an unforgettable experience, “When I was distributing dinner boxes in the evening of February 27, 2020 I spotted two handwritten suicide notes on the grass. I immediately reported to my supervisor that someone under quarantine might attempt suicide, and formulated a rescue operation with Civil Aid Service (CAS).”
As the person in distress was yet to be identified, CAS officers collected the information of occupants in the Centre and passed to Kwan and other officers for their screening with professional sensitivity and policing experience. After identifying the high-risk persons, officers observed them during distribution of supplies and chatted with them to understand their needs. Kwan eventually located the suicidal occupant and had prevented a tragedy.
“Take a closer look, walk the extra mile and we may save lives,” said Kwan.
