To support the Force’s Strategic Direction of “Embracing the Use of Technology for Policing in the Digital Age”, the Cyber Security and Technology Crime Bureau (CSTCB) has implemented “Project CAPTURE” to integrate mature technology with the Force’s existing equipment and procedures to enhance the digital investigation capability of crime officers.


“Project CAPTURE” allows officers to use visualisation support system (the system) to capture contents inside electronic devices during video recorded interviews, so that they can preserve relevant evidence and make enquiry with interviewees timely and efficiently for future court proceedings. CSTCB also sought advice from the Department of Justice, which confirmed the feasibility of using the system for evidence collection. Following the introduction of the system, officers might, depending on the merits of the case and the integrity of evidence, consider handling electronic devices in some simple cases directly, instead of submitting them to CSTCB for forensic examination.


Between September 2020 and March 2021, CSTCB launched the “Project CAPTURE” pilot scheme in Wan Chai District and Yau Tsim District by installing the system in the video interview rooms (VIRs) of the Wan Chai Police Station and the Tsim Sha Tsui Police Station, which significantly expedited the handling of cases involving electronic devices. In view of the success of the pilot scheme, CSTCB extended “Project CAPTURE” to all Police Districts in September 2021. The system has been installed in VIRs in all Police Districts for use by frontline officers.


In early September 2021, CSTCB conducted a train-the-trainer workshop for crime officers from different Regional Technology Crime Units and Police Districts, in which the participating officers were briefed on the system and the standard operating procedures. The relevant training videos are available in the Resource Hub of the Central Educational Repository (CERT) under the “Crime” section. Trained officers would then explain the operation of the system to fellow colleagues in their respective Police Districts. The Standard Criminal Investigation Course will also provide training on the operation of the system to ensure that all frontline officers are familiar with the operation.
