A total of 34 Senior Superintendents, including two auxiliary officers, completed the Management Development Programme at the Hong Kong Police College (HKPC) from August 25 to 26. The course aimed to provide a platform for the participants to contemplate and confront the challenges faced by the Force. Members of the Senior Directorate Group shared their insights on strategic leadership in areas such as management, national security and operations, with a view to inspiring the participants to equip themselves in the changing political and socio-economic landscape to fulfil their leadership roles.
The programme comprised an integrity and discipline workshop, as well as seminars covering the topics of youth re-engagement, financial resources management, crisis and reputation management, current international situation and national security. Keynote speakers of the seminars included Professor Anthony Fung, Director of the Hong Kong Institute of Asia-Pacific Studies, the Chinese University of Hong Kong, and Major General Xu Hui, Commandant of the International College of Defense Studies of the National Defense University, the People’s Liberation Army.
Commissioner Siu Chak-yee concluded the programme by sharing his views on strategic leadership with the participants. He stressed that it is important for the participants to shoulder their responsibilities in driving changes and adding values to their respective formations in the face of external challenges. As the Force is further building mutual trust with the community, the Commissioner emphasised that timely clarification of fake news, proactive public relations strategies and supporting frontline officers to enhance professionalism are effective ways to tackle external challenges.
