The Professional Certificate Programme in Fingerprint Detection Technology operated by the Advanced Technology Section (ATS) of the Identification Bureau (IB) had undergone the Internal Learning Programme Accreditation and was successfully accredited by the Hong Kong Police College (HKPC) at Qualifications Framework Level 4.


Being the sole forensic fingerprint laboratory in Hong Kong, ATS specialises in developing fingerprint traces on exhibits by chemical and other scientific means. The eight-week programme provides comprehensive training to IB officers and equips them with specialised forensic science knowledge, basic laboratory techniques and fingerprint detection skills, so that they are capable of performing fingerprint examination duties in ATS for the Force and other local law enforcement agencies.


The accreditation exercise was conducted by the Programme Accreditation Panel, which consisted of five professional members in the field of education and training, quality assurance, forensic science and fingerprint detection. The panel conducted rigorous scrutiny of the programme by reviewing the training materials as well as conducting an on-site visit and interviewing programme leaders and instructional staff. In April, the HKPC’s Quality Assurance Committee unanimously endorsed the recommendations provided by the panel and granted the accreditation status to the programme. The accreditation of the programme not only ensures the overall quality of the programme, but also contributes to continuing education and lifelong learning of officers.


Senior Superintendent of IB Chan Sing-cheong thanked the HKPC for its support and emphasised that IB would continue to seek opportunities for internal accreditation of its learning programmes in order to strengthen the professional standard of IB’s training courses and support frontline officers in the investigation of crimes.
