Road safety is one of the Commissioner’s Operational Priorities for 2021. Through effective implementation of Selected Traffic Enforcement Priorities (STEP), the Force hopes to reduce the number of people killed and seriously injured in traffic accidents, change the irresponsible behaviour of road users that obstructs traffic flow, and address issues of community concern centred on irresponsible road user behaviour.
With reference to traffic accidents statistics, STEP outlines and categorises selected traffic offences for frontline officers’ prioritised enforcement. STEP 2021, which includes nine operations and 28 traffic offences, is effective from April 1, 2021. Whilst the list of STEP offences remains the same as the previous year, cycling safety and enforcement against cycling related offences are emphasised in STEP 2021 due to the significant increase in the overall number of cycling related offence (up 285%) and the number of killed and seriously injured cyclists (up 167%) in 2020.
The Traffic Branch Headquarters will arrange briefing sessions on STEP 2021 for frontline officers. Publicity materials are available on the Police Intranet (POINT) for officers’ reference.
