With a view to supporting the front line and promoting the concept of Smart Office, the Research and Inspections Branch (RIB) of the Service Quality Wing leverages the Case Management and Investigation System (CMIS) to digitalise the Force Inspection Process by implementing the e-Smart Check. Since October 2020, the pilot phase has been operating smoothly in Tsuen Wan District, Central District and North Point Division. The e-Smart Check will be rolled out in the Force by Region from the second quarter of 2021. In the coming months, RIB will conduct roadshows at frontline Formations to explain the important features of the e-Smart Check.
The e-Smart Check streamlines manual procedures in executing daily routines and supervisory checks through digitalisation, whilst enhancing the capability of self-inspection and effective supervision of frontline commanders. It has three key features:
• The “Ten Checks” covering high-risk areas of Bail, Property and Custody are digitalised in the CMIS. This health check tool facilitates real-time and accurate data input and hence reduce manpower effort in future data mining and processing. As the threshold of self-inspection, it enhances the level of corporate governance and service quality for the Force.
• “Monthly Report” at Formation, Regional / Major Formation and Force level provides a robust monitoring system for frontline commanders. The instant and continuous review of compliance results will further reinforce supervisory accountability in the long run.
• A newly devised “e-Alert System” is integrated into the Police Email Network (PEN) to send out an automated reminder or notification of irregularity to respective checking officers, and in the case of non-compliance, to their supervisory officers for follow-up actions.
The success of the implementation of the e-Smart Check is attributed to the support from the Information Systems Wing in technology and technical design and the Support Wing for policy support. It is also fully appreciated that the invaluable advice provided by the pilot stations has made the system more mature and reliable to implement Force-wide.
The RIB will continue to enhance the Force Inspection Process through digitalisation. Preparatory works have been kicked off to examine other functional areas, such as crime units, with the aim of promoting self-inspection and enhancing corporate governance.
