The Major Incidents Bureau of the Operations Wing (OPS Wing) ran the 15th Incident Command Course (InCC) from November 23 to December 2, 2020, with a view to strengthening officers’ command and control skills when dealing with terrorist attacks, major incidents and public events.
Thirteen officers from the rank of Superintendent to Senior Superintendent, together with five members of the Counter Terrorism Emergency Coordination Team from other government departments, attended the InCC.
Officiating at the opening of the InCC, Director of Operations Kwok Yam-yung stressed that major incidents or terrorist attacks could, and do, occur without warning, and it is vital that the Force maintains a state of readiness to respond effectively and professionally. The InCC was designed to offer senior officers the opportunity to enhance their knowledge to handle such situations.
During the course, guest speakers from the Force and other government departments, including the Security Bureau, the Fire Services Department, the Transport Department and the Hospital Authority, shared their experiences in handling large-scale public events and major incidents with the participants.
In addition, a number of tabletop exercises were conducted to reinforce the learning experience of the participants, which included a simulated large-scale exercise using the Scenario-based Interactive Multiplayer Simulation, a training system of the Police College.
Deputy Commissioner (Operations) Siu Chak-yee presented certificates to the participants at the end of the course. He concluded that the course had provided an excellent opportunity for the participants to hone their command skills, particularly in light of the volatile operational environment in Hong Kong where the actions of the commanders came under the spotlight and were subject to intense scrutiny. He believed that the InCC had deepened the attendees’ understanding of the command decisions that they may have to make during major incidents or terrorist attacks.
