Heads of cyber crime investigation units from Guangdong, Hong Kong and Macao held a Tripartite Technical Support Meeting virtually on December 17, 2020, with a view to exchanging their work experience, knowledge and intelligence in connection with cyber security and cyber crime.


Led by Senior Superintendent of the Cyber Security and Technology Crime Bureau (SSP CSTCB) Lam Cheuk-ho, the Hong Kong delegation held the meeting with the delegations respectively headed by the Director of Cyber Criminal Investigation Department of Guangdong Provincial Public Security Department Mr Wang Minwei and the Head of IT Crimes Division of Macao Judiciary Police Mr Sou Sio-keong. In the meeting, delegates from the three jurisdictions discussed the technology crime trend and exchanged useful intelligence. A few cooperation agreements were reached to safeguard cyber security and combat technology crime.


Technology crime is characterised by its transnational nature, anonymity and diversity. Types of cases and their modi operandi are similar in the three jurisdictions. Because of the pandemic, crimes involving online shopping, especially those related to protective items against the pandemic, have also increased significantly in the past year in all three jurisdictions. In view of this, officers shared the technology crime trends of their respective jurisdictions and ways to combat them.


Apart from outlining their respective cyber security situation, new infrastructures and the applicable legislations, the delegates also had an in-depth discussion on the law enforcement powers, intelligence exchange mechanism, and work done to combat and prevent technology crime. The Guangdong Police are now establishing a state-of-the-art technological Cyber Range and a command centre. They are open to views from Hong Kong and Macao counterparts. Hong Kong delegates suggested ways to strengthen communication, such as conducting cross-border cyber attack exercises and visits.


At the meeting, three working task forces were established for tackling emerging romantic investment fraud, tripartite cyber security emergency response mechanism as well as cyber security drills and exercises respectively. As for officers’ training, all parties agreed to visit each other after the pandemic. A cross-territory cyber attack exercise is tentatively set to be conducted in 2021.


SSP CSTCB Lam Cheuk-ho expressed gratitude to the Guangdong and Macao counterparts for their tremendous support in upholding cyber security. He hoped that the three police authorities would continue to strengthen intelligence exchange in combating cross-boundary crime and hold face-to-face meetings in future.
