To enhance the operational capability of frontline officers to respond to terrorist incidents, New Territories North (NTN) Region launched a series of counter-terrorism (CT) knowledge sharing sessions. Over 40 frontline commanders participated in the first session on September 29, during which Superintendent Chan Hin-kwan of Emergency Unit of NTN delivered a presentation on the latest terrorist threats, as well as operational concepts for immediate response and command and control in relation to terrorist incidents.
In addition, Senior Superintendent Ho Kin-wah and Superintendent Tong Sui-yip of the Critical Infrastructure Security Coordination Centre were invited to explain the concept of “Security-by-Design”, share experience of critical infrastructure protection from CT perspective, and offer security advice relating to building security, station defence and personnel safety. Chief Inspector Shue Chi-yuen of the Planning and Development Branch also elaborated on the administrative and financial arrangements for enhancing security facilities during Operation TIDERIDER.
The next round of sharing sessions will be held for operational units in NTN Regional Headquarters and Districts in the fourth quarter of 2020, with a view to enhancing the CT response capability of frontline commanders via table-top exercises.
