Airport Security Unit (ASU) conducted a joint departmental exercise, codenamed “PELICAN”, with the Airport Authority Hong Kong, the Mass Transit Railway Corporation (MTRC) and the Aviation Security Company Limited at Hong Kong International Airport on July 24. The exercise aimed to test the emergency procedures and coordination of different parties in responding to an intrusion into the Automated People Mover (APM) tunnel.
The exercise simulated an intruder gaining unauthorised access to the APM tunnel through the platform door. MTRC staff was alerted and made a report to the Police and placed the intruder under CCTV surveillance. ASU officers swiftly responded and cordoned all accesses to the tunnel. A Forward Control Point was set up to coordinate with other parties and formulate a sweeping plan. The intruder was subsequently located and subdued by ASU officers, with a suspected improvised explosive device found during the sweep.
The exercise effectively strengthened the response capabilities and interoperability amongst the participating parties in the event of an intrusion.
