New Territories North (NTN) Region conducted an inter-departmental counter-terrorism (CT) exercise, codenamed STORMSHIELD III, at the Heung Yuen Wai Boundary Control Point on May 15. Over 240 officers from the Hong Kong Police Force, the Fire Services Department (FSD), the Customs and Excise Department (C&ED), the Immigration Department (ImmD) and the Hospital Authority (HA) took part in the exercise.


The exercise simulated a terrorist attack at the boundary control point by domestic extremists. Two terrorists were spotted placing an improvised explosive device under a police vehicle at the government car park of the boundary control point. The area was immediately cordoned off by officers of Ta Kwu Ling Division who were swiftly reinforced by officers of Emergency Unit of New Territories North (EU NTN). A sweeping was conducted and one of the suspects was arrested with a firearm and a detonation device found in his possession.


Three terrorists, on learning of the arrest by the Police of their associate, opened fire at a crowd at the boundary control point. Officers of the Counter Terrorism Response Unit and EU NTN conducted Immediate Tactical Intervention and neutralised the threat. Meanwhile, a device with a toxic chemical substance was accidentally activated at the arrival hall, releasing sarin gas. Officers of the ImmD and the C&ED immediately conducted mass evacuation while FSD officers conducted on-site decontamination and rescued the injured persons with the assistance of the HA staff.


The exercise effectively enhanced the CT awareness, coordination and response capability between Police units and other departments, so as to better protect the life and property of the public.
