To support the Force’s knowledge management (KM) framework, Tsuen Wan District (TWDIST) initiated “Project GUIDINGSTAR” to implement regional KM initiatives with the objective of fulfilling the Force’s strategic direction of “Preparing the workforce to meet emerging challenges”.

In March, Mr Lambert Lee Ka-chai, a retired magistrate, was invited by TWDIST to conduct a knowledge sharing session with frontline officers. Before his retirement, Mr Lee took up various public duties including serving in the Obscene Articles Tribunal and the Labour Tribunal, as well as serving as the Chairman of the Mental Health Review Tribunal. The sharing session was facilitated by Assistant District Commander of TWDIST (Auxiliary) Leung Po-sang, a practising barrister-at-law, who also shared his experience from his profession’s point of view.

The sharing session included good practices such as points to note during applications of search warrants in relation to real-life experiences that Mr Lee had encountered during his 20 years of service in the Judiciary. After the sharing session, Mr Lee also met with TWDIST crime officers and encouraged them to continue serving Hong Kong with honour, duty and loyalty.

Over 80 regular and auxiliary officers from various districts attended the event. Acting Assistant Divisional Commander of Chai Wan Division (Auxiliary) Leung Hon-wai, a practising solicitor, noted that the sharing session enabled auxiliary officers to contribute to the Force’s KM development.
