A delegation of the Police Negotiation Cadre (PNC) visited Liaoning Province from March 27 to 30 to exchange their experience in crisis negotiation with local officers. Led by Chief Training Officer of PNC Cheung Kin-pan, the delegates included Chief Inspector Luk Chun-chung, Station Sergeants Chan Yat-fung and Yim Ming as well as Sergeants Ku Yuen and Yu Ming-ho.

The delegation called on Criminal Investigation Police University of China, at which the management of the university reviewed their partnership with the Force since 2006 and looked forward to further collaboration. The two parties shared negotiation tactics, and explored further exchange and co-operation opportunities.

Subsequently, the delegates visited local public security authorities, including Shenyang Public Security Bureau and Dalian Public Security Bureau, to learn more about their mechanism of handling emergencies, and to share crisis negotiation experience with officials.
