The Force promulgated the Selected Traffic Enforcement Priorities (STEP) 2018 in April with a focus on reducing casualties, ensuring smooth traffic flow and addressing local traffic-related concerns.
This year, the Force would put more emphasis on "Media Exposure", "Community Engagement" and "Innovation" with the aim of helping the community to understand the rationale behind enforcement, and soliciting their support.
STEP 2018 would put its emphasis on "outcome" rather than "output". In other words, the Force would assess the effectiveness of law enforcement actions with reference to, for example, the number of traffic accidents or congestion complaints rather than just counting the number of penalty tickets.
Formations would also have a higher degree of autonomy in planning their STEP operations, taking into consideration local characteristics. Regions and Districts can pool their resources to conduct "Surge Operations" jointly to achieve a bigger impact in addressing specific issues.
Moreover, the list of STEP offences has been modified to place more emphasis on offences related to "inattentive driving", which is the main cause of traffic accidents.
Traffic Branch Headquarters has arranged a series of briefings on STEP 2018 for Regional and District Commanders, District Operations Officers and staff associations. All officers are encouraged to keep in mind the slogan - "Traffic Business is Everyone's Business!"
