The Force has always strived to arrange different overseas training programmes to enhance the professional capability of officers and broaden their international perspectives in policing. Some officers received training arranged by the Police College in the past few months.

United States

Superintendents David Fremaux and Tsang Shuk-yin attended the Executive and International Programme at the University of California in Berkeley (UC Berkeley) in the United States between August and October. The eight-week programme was jointly organised by the Hong Kong Civil Service Training and Development Institute and UC Berkeley for Hong Kong civil servants to learn more about devising and implementing public policies. Also attending the programme were eight Hong Kong officials from other departments.

Thailand

Detective Senior Inspector Wu Miu-yee of Crime Kowloon East joined the Law Enforcement Leadership Development Course at the International Law Enforcement Academy in Bangkok from September 12 to October 21, together with an Immigration Department officer and 45 law enforcement investigators and prosecutors from 10 other jurisdictions in Asia.

This course, delivered by senior investigators from the United States, covered a wide range of policing management and crime-related issues. Besides lectures, the course members took part in group discussions as well as practical and role-play exercises to consolidate their fight crime skills.

Singapore

Senior Inspector Chu Ming-lun from the Cyber Security and Technology Crime Bureau took part in the Command and Staff Course organised by the Singapore Police Force (SPF) from October 3 to November 1.

Designed for middle-ranking officers of the SPF, the course covered a two-week training at the Home Team Academy of Singapore on the subjects of operational planning, leadership training, resource management, morale motivation and media skills as well as a two-week overseas training in western Australia. The participants practised their leadership and management skills through different outdoor tasks in western Australia.

Australia

Station Sergeant Kwan Wing-kwong and Sergeant Chu So-ling participated in a two-week Sergeant Qualifying Programme (SQP) at the Victoria Police Academy in Australia in October. They were the first batch of Hong Kong police officers who attended the course.

The SQP provided leadership training for frontline police supervisors, with focus on supervisory training and leadership development, handling of complaints, staff supervision, conflict management, family violence assessment as well as management of emergency and critical incidents. In addition, the course analysed different types of cases and conducted practical exercises for the participants.
