Kowloon West (KW) Region collaborated with the Home Affairs Department and a subvented non-governmental organisation, the Centre for Harmony and Enhancement of Ethnic Minority Residents (CHEER), in implementing Project TRANSLINK in all report rooms and report centres to facilitate Non-ethnic Chinese (NEC) in seeking police assistance.

The project was launched on trial in three report rooms of KW Region in 2014. With the support of the Force Management, the project has been extended to all other report rooms and report centres from November 1. Duty officers can use the designated telephones to connect with CHEER for simultaneous interpretation from English to seven common NEC languages, namely Urdu, Nepalese, Punjabi, Hindi, Bahasa Indonesia, Thai and Tagalog, by way of teleconferencing for NEC to make report or seek police assistance in person or by phone.

In order to assist frontline officers to familiarise with the operation of the teleconferencing system, a briefing was held on October 19 at the Police Headquarters. Moreover, KW Regional Commander Yu Tat-chung, who is also the Chairman of the Force Working Group on NEC, invited consuls of the countries concerned, including India, Indonesia, Nepal, Pakistan, the Philippines and Thailand, in Hong Kong to attend a presentation of the project on October 27. The consuls and NEC community leaders welcomed the project as it has catered for NEC's needs.
