Regional Commander of Kowloon East (KE) Dr Law Yuet-wing and Chief Superintendent of Cyber Security and Technology Crime Bureau (CSTCB) Cheng Lai-ki officiated at the opening ceremony of KE Digital Forensics Laboratory at KE Regional Headquarters on October 6. Following the successful 12-month pilot scheme of Project RISE in New Territories North, CSTCB has established the Digital Forensics Laboratory and Regional Digital Forensics Unit (RDFU) in KE to enhance frontline officers’ capabilities in handling digital evidence and conducting forensic examinations of digital devices. Under the framework of Project RISE, these arrangements will gradually expand to the remaining three land Regions. CSTCB is currently preparing for related work in Kowloon West and New Territories South.


The KE Digital Forensics Laboratory is the first Regional Digital Forensics Laboratory to be connected to Police Headquarters (PHQ) by high-speed data transmission through the Force’s Dark Fibre Network. In addition to geographical convenience for KE colleagues, the Laboratory also benefits from the Dark Fibre Network in connecting to various advanced examination facilities at PHQ, thereby enhancing the examination capabilities and data storage security. Furthermore, self-service forensics tools located in the Laboratory facilitate frontline officers’ speedy examinations of digital devices for handling certain simple cases. The RDFU stationed at KE Headquarters will also uphold the spirit of Project RISE and strive to provide quality services to KE officers.
