The Operations Bureau of Marine Region conducted an ad hoc inter-formation exercise codenamed "WEBTWISTER" on January 26 to test frontline officers' capabilities to deal with a mock incident at a pier of the Lamma Power Station, which is a facility under the International Ship and Port Facility Security (ISPS) Code.


The exercise simulated four suspects, one of whom carrying a pistol-like object, approaching the power station by a speedboat. Two of them went ashore and took a security guard hostage. The Regional Command and Control Centre of Marine Region immediately deployed officers from Marine South Division and Cheung Chau Division to cordon off the area whilst the Small Boat Division intercepted the speedboat and assisted the Counter Terrorism Response Unit in subduing and arresting the suspects.


Deputy Regional Commander of Marine Region Tsui Wai-hung commented that the exercise had effectively enhanced co-operation and communication of different police units and the port security staff, and also sharpened officers' skills in tackling similar ISPS incidents.
